Protection and Advocacy for People with Disabilities

The National Disability Rights Network works in Washington, DC on behalf of the Protection and Advocacy Systems (P&As) and Client Assistance Programs (CAPs), the nation’s largest providers of legal advocacy services for people with disabilities.

NDRN promotes the network’s capacity, ensures that P&As/CAPs remain strong and effective by providing training and technical assistance, and advocates for laws protecting the civil and human rights of all people with disabilities.

    Through determined and strategic efforts, the DRNE team has helped bring to light two major systemic civil rights violations in Nebraska—both now the focus of action by the U.S. Department of Justice. The first involves the unnecessary segregation of individuals with serious mental illness, and the second concerns discriminatory practices against deaf and hard of hearing students in Lincoln Public Schools.

    Disability Rights West Virginia has been selected for their work investigating abuse and neglect at Hopemont Hospital, a long-term care facility. The investigation shed light on conditions that demanded urgent attention and change, and ultimately led to criminal indictments.

    June 3, 2025

    Disability Rights North Dakota has been selected for their outstanding work challenging the state’s ongoing efforts to enact an IMD (Institutions for Mental Disease) Exclusion Waiver. DRND’s efforts, often in the face of strong political and corporate opposition, have made clear that the rights and dignity of individuals with disabilities must never be compromised.
